About Us
Thank you for your interest in HLM & Associates, LLC, Investigative Services and
Background Screenings. We hope that after you have had the opportunity to
meet our team and review our services, you will find that our company has the
neccessary experience and qualification to provide all the necessary
investigative and surveillance services, pre-employment background screenings
you may require in operating your company.
HLM & Associates brings together more than 100 years of law enforcement,
private, insurance and security investigation experience. Our
experience includes but is not limited to auto and commercial liability, workers
compensation, product liability and pre-employment background screenings.
We also have extensive experience in the criminal defence area with numerous
trials in capital cases. We also provide an extensive network of locating
people in the post Katrina world where so many people are displaced.
All our professionals are fully insured and licensed through the Louisiana State
Board of Private Investigations.
Our primary investigators are listed as follows:
Louis Licciardi - Retired Lieutenant Jefferson Parish Sheriff's Office with 33
years, six years with Travelers Insurance Company, as an insurance fraud
investigator (SIU). Ten years in the private investigation arena with

Frank Mistretta - Eighteen years with the Investigations Division Jefferson
Parish Sheriff's Office. Twelve years in the private investigation arena
with plaintiff and defence experience. Eight years experience with
Travelers Insurance Company, as an insurance fraud investigator (SIU).
